North Devon publishes the single most useful line for a block anywhere in this research, in its Barnstaple management plan: replacement of windows and doors is not controlled on unlisted buildings in use as private dwelling houses, but buildings in other uses, including apartments, require planning permission for alteration and replacement of windows and doors. A block of flats therefore needs permission for a window programme where the house next door does not. The same plan warns specifically against turnerisation, the bituminous coating over hessian sometimes sold as a cheap roof fix, because the coating begins to fail after about ten years, is difficult and costly to remove, means all the slates must be discarded, and may reduce resale value.
