What Does the Law Require for Fire Doors in Flats?
The Fire Safety (England) Regulations 2022, in force since 23 January 2023, put specific fire door duties on the responsible person for a block of flats. Where the building has storeys above 11 metres, communal fire doors must be checked at least every three months, and the responsible person must use best endeavours to check flat entrance doors at least once a year. In any block with two or more flats, residents must be told why fire doors matter and why they should be kept shut. Fire Door Survey or Fire Door Inspection?
The two terms are used interchangeably. Whether it is called a fire door survey, a fire door inspection or, as in our price list, a fire door assessment, it means the same door-by-door check: each communal and flat entrance fire door examined against its certification, with its own record, photographs and recommended actions.
A fire door inspection is not a fire risk assessment. The fire risk assessment is the wider review of the whole building that the Regulatory Reform (Fire Safety) Order 2005 requires the responsible person to keep, covering escape routes, alarms, compartmentation and how a fire would be managed. Fire doors are one part of that picture, and a door inspection gives the detailed evidence on that one part.

Who Carries Out the Inspections?
Every fire door inspection is carried out on site by a certified inspector from our own team, door by door, with the findings recorded against that specific door as they go. Inspectors hold the ABBE Level 3 Award in Fire Door Inspection, an Ofqual-regulated qualification, and all work runs within PBM’s ISO 9001:2015 quality management system, certified by BSI, with internal quality assurance.

In England, where a block has storeys above 11 metres, the Fire Safety (England) Regulations 2022 require communal fire doors to be checked at least every three months, and the responsible person to use best endeavours to check flat entrance doors at least once a year.
Do Blocks Under 11 Metres Need Fire Door Checks?
The three-monthly and annual check duties apply above 11 metres. In every block the responsible person must still keep fire doors in efficient working order under the Fire Safety Order, and in any block with two or more flats residents must be told why fire doors should be kept shut and not tampered with.
Who Is Responsible for a Flat Entrance Door?
