What the Council Charges an Empty Flat in Dorset
Two Dorset rules decide whether the lorry comes at all. Collection from a private road needs written permission from the owner, which on an estate means the residents management company, and the council disclaims liability for damage to the road surface and verges. And crews will not move containers more than 10 metres to reach the vehicle, against a 30 metre limit on how far a resident should have to carry waste. Bin stores need a 2 metre wide solid path at no steeper than 1 in 12, doors at least 1.5 metres wide for the larger containers, a 1.5 metre turning circle, and 4.5 metres of height clearance anywhere a collection vehicle passes through a building. Where a store has a coded door, the council states that management companies are responsible for telling it when the code changes.
Communal Bins, and Who Carries the Cost in Dorset
Dorset publishes something no other council in this research does: an enforcement policy that names the managing agent and puts the cost on the management company. Where a communal bin is contaminated or blocked in by side waste, the crew still empties it, because the council recognises the agent cannot simply hire a private contractor to fix it: the bins are council property and a contractor could not empty them or take the waste to a recycling centre. Instead it escalates. First a rejection notice to the residents and the agent, then an education officer contact, then a statutory notice, and after that a waste collection charge is issued to the management company for every affected collection, including the cost of clearing the excess side waste. The council publishes the entire mechanism and never publishes the figure. It also warns that a landowner who knowingly permits fly-tipping can be served under section 59 and billed for the clearance, which is a live risk for a bin store that has become a dumping ground.
