Building Control in Cheltenham
Cheltenham's building control is a shared service with Tewkesbury, not with Gloucester as is often assumed, and it publishes no fee schedule of any kind. Its application page says only to contact it for a quote. There is no domestic fixed-fee table, no cost band and no threshold, so unlike every other council here there is nothing for communal work to be pushed out of: every job is quoted from the start. What it does publish is a service promise of approvals within 15 working days of validation, and the clearest statement of the higher-risk regime found anywhere in this research: since 1 October 2023 the building control authority for a building of at least 18 metres or seven storeys with two or more residential units is the Building Safety Regulator, and such work can no longer be overseen by local authority or private building control at all. The building notice route is also barred where the Fire Safety Order is engaged, which rules it out for most communal work in a block.

Cheltenham is heavily conservation-designated Regency, with a central conservation area of about 599 hectares split into nineteen character areas, and yet it has only one Article 4 direction and that one is about houses in multiple occupation. There is no Article 4 removing permitted development for windows, doors, roof coverings, render, painting or boundary walls. Control comes from ordinary conservation area restrictions instead: external cladding, roof alterations including dormers, and demolition of any structure over 115 cubic metres all need permission.
