That conversion-heavy mix, the legacy of seaside guest house and hotel stock, is far higher than any other town covered here and is what drives the management questions locally: shared services in buildings never designed for separate occupation, unclear demises and fire compartmentation in converted houses. One boundary caveat matters: the ward does not cover the whole town, because Alcombe sits in the much larger rural Dunster ward, so the 31.6 per cent describes the Minehead core.

Coastal Exposure in Minehead

Open coast on the Bristol Channel, and the council's own harbour authority wording puts it beyond doubt: Minehead Harbour is entirely tidal and dries at low water, exposing the seabed roughly a quarter of a mile seaward of the pier end, with tidal streams reaching four to five knots at springs around the pier head. Published levels give mean high water springs at 10.6 metres and mean low water springs at 0.9 metres above chart datum. That is a marine atmosphere rather than an estuarine one, and blocks on the Esplanade should be specified accordingly.

Standards classify a high-salinity coastal atmosphere as C5-M, very high marine, in which unprotected steel loses more than 80 micrometres of thickness in its first year against as little as 1.3 inland. Flood Risk in Minehead

Open-coast tidal, with five separate Environment Agency warning areas covering different parts of the town, which is more than any other town in this group. The seafront area names Culvercliffe Court, Quay West and Quay Street; the area behind the seafront names Blenheim Road, the Esplanade, Ponsford Road, Brunel Way, the Mart Road industrial estate and the golf course; and the Marsh Common and Seaward Way area names Glenmore Road, Stephenson Road, Mallard Road, King George Road, Hayfield Road and the Sandpiper, Plover, Puffin, Teal and Wigeon closes. The strategic assessment records that the principal flood source is tidal and that the town is protected by formal coastal defences running from the Esplanade to the golf club, built as sloping revetments with a recurved wave return wall to a minimum 8.70 metres above ordnance datum, comfortably above the 1 in 1000 year level of 7.42 metres. The weaker link is beyond the town, where the dunes and earth embankments reach only about 7.14 metres and are expected to overtop in that event. Shoreline policy is hold the line for the seafront but managed realignment for The Warren and Dunster Beach over the medium to long term. Spending has been continuous: a sea defence scheme in 1997 and 1998 after the 1990 storm, 14,500 tonnes of granite rock armour in 2023, and a project completed in May 2026 costing just under one million pounds that placed just under 4,000 tonnes of pink granite across 100 metres of vulnerable shingle ridge at The Warren, protecting 355 properties and businesses. Tide locking is documented too: at predicted high tides of 10.0 and 10.1 metres the culvert outlet from The Avenue is expected to be covered, so the drainage cannot discharge.

Conservation Areas and Listed Buildings in Minehead

Six conservation areas carry the Minehead name, the densest concentration of any town in this group: the town area itself, Higher Town, Quay Street, Wellington Square, Whitegate Road and Woodcombe, with Alcombe alongside them. Most were designated in 1975 and revised on 22 May 2003; Whitegate Road dates from that 2003 revision and Woodcombe from 31 May 2007. Only Woodcombe has a published appraisal, which means that for five of the six the boundary plan is the only guidance available and there is no character assessment to argue a scheme against. One caution on the council's table: the date string against the town area is character for character identical to the row above it, so the revision date given there should be treated as unconfirmed.

No council total is published. Intersecting Historic England's data with the conservation area boundaries gives 40 entries in Wellington Square with four at Grade II*, 44 in Higher Town with one, 28 in Quay Street, 25 in Alcombe, one in Woodcombe and none at all in Whitegate Road. Across a two kilometre box on the town the total is 121 entries, five of them Grade II* and none Grade I. The Grade II* buildings are 2 The Avenue, the Church of St Andrew, the statue of Queen Anne and the Kildare Lodge Inn in Wellington Square, and the parish church of St Michael in Higher Town.

It also narrows the contractor list and lengthens the programme, both of which belong in the Section 20 specification rather than in a surprise later.

Radon in Minehead

Lowest band at the town centre, where the published wording is that all parts of the square are in the lowest band with under 1 per cent of homes at or above the action level and that radon measurement is not advised. That headline does not hold across the whole town, though. Of the fifteen one-kilometre squares covering it, eight are in the lowest band, two at 1 to 3 per cent and five at 3 to 5 per cent, and the elevated squares lie toward the Exmoor side.

That is national advice about the ground, not about the building. The same map excludes basements, cellars and underground spaces at every band, so an enclosed plant room, undercroft or lower-ground flat is still worth a look even here, and whatever is found belongs with the compliance record.

Licensing and Permitted Development in Minehead

Three Article 4 directions apply, all of them in Minehead: Bircham Road confirmed in 1980, a second Bircham Road direction confirmed in 1985, and Spindlebury at Pintail Road confirmed in 1994. Anyone checking the national dataset instead of the council's own register would conclude there are none, because Somerset Council has published no Article 4 records to it at all, so the council register is the source that has to be used.

Two permissions get confused here. The council's requirements are public law and apply whatever the lease says; consent under the lease is private law and applies whatever the council says. A leaseholder letting a flat usually needs both.

Planning Policy That Affects Flats in Minehead

Decided under the West Somerset Local Plan to 2032, adopted by full council on 23 November 2016, whose Policy MD1 gives the Minehead and Alcombe population as 11,981 and requires development to contribute toward improving the sea defences protecting the eastern end of the town. Policy CC3 places a provisional secondary coastal defence line between Minehead and Blue Anchor. There is no neighbourhood plan: Minehead appears nowhere across the council's register of 58 designated areas. Minehead town is Somerset Council's planning area and not Exmoor National Park's, despite the park boundary running close by, so applications here do not go to the park authority.

Worth knowing before a block plans a conversion, a subdivision or a change of use, because it decides whether the scheme is arguable at all, well before the consent question under the lease arises.
