The Fire and Rescue Service for Devon
Devon and Somerset Fire and Rescue Service is the largest non-metropolitan service in England, covering almost 4,000 square miles from 83 stations, 69 of them on-call. That shows in the numbers. In the year to March 2026 its average total response time to a primary fire was 10 minutes 58 seconds against 9 minutes 25 across England, and 62.5 per cent of dwelling fires were reached within ten minutes against 77.9 nationally. Crew turnout accounts for most of the gap, at 2 minutes 42 against 1 minute 33, which is what an on-call model costs in time. Fires in flats are reached faster than dwelling fires generally, at 7 minutes 49, because blocks sit in built-up areas near stations. That is the figure a stay put discussion should use.
What Has to Be Sent to the Fire Service in Devon
Devon and Somerset is the only one of the five South West services that will send you back the plans it already holds. It holds plans for every high-rise premises in its area and will provide the responsible person with a copy within 28 days to check, and will accept those plans back with amendments as your regulation 6 submission. Plans go through an upload form rather than email, PDF only, up to ten files and under 64MB per submission, with a separate plan for each floor. At least two laminated A3 colour copies must sit in the secure information box.
Automatic Alarms and Whether They Get a Response in Devon
From 4 November 2025 the service changed what it turns out to. Residential buildings still get one appliance, and it says it will always attend care homes, houses in multiple occupation and domestic properties. But its published definition of residential covers residential buildings under 18 metres where someone works, such as a warden. It does not state how a communal alarm in a block above 18 metres, or one with no staff on site, is treated, and the exemption list is deliberately unpublished. If that describes your block, the answer has to come from the service rather than from a page: the fire safety helpdesk is 01392 872567. The service can also recover its costs for repeated unwanted alarm signals, and recommends keyholders be alerted at the same time as the alarm company calls and attend within 20 minutes.
