The Fire and Rescue Service for Cornwall
Cornwall Fire and Rescue Service has the slowest published response times of any service covering the South West, and the geography is the reason: a peninsula with one land border, no motorways and two major A roads, at 8.5 firefighters per 1,000 square kilometres against 14.6 for England. In the year to March 2026 the average total response to a primary fire was 13 minutes 11 seconds, and 41.2 per cent of dwelling fires were reached within ten minutes against 77.9 across England. Fires in flats are reached in 8 minutes 25, nearly five minutes faster than the headline figure.
What Has to Be Sent to the Fire Service in Cornwall
Cornwall is the only one of the five that accepts any file format for regulation 6 plans, by email to the protection team, with a 30MB total cap and each floor on a separate file. Two laminated A3 colour sets go in the premises information box. Note that the county's regulations pages were last updated in April 2023 and still describe parts of the regime in the future tense, so check anything time-sensitive with the service directly.
Automatic Alarms and Whether They Get a Response in Cornwall
Cornwall is the only service covering the South West with a published section on blocks of flats in its alarm policy, and it is worth reading before specifying a communal panel. It will attend where the premises has facilities for people to sleep, which it says expressly includes flats. It notes that most purpose-built blocks do not need a communal alarm at all unless the risk assessment calls for one, that the service will not reset your panel, and that an alarm may keep sounding until the management company attends. On charging, blocks are only partly exempt: signals originating inside a flat are never charged, but signals from the communal areas are charged from the third in a twelve month period.
