Building Control in Cornwall

Cornwall's rule decides the route before it decides the price, and it catches every block: a Building Notice cannot be used for flats which have common areas. That forces Full Plans on communal work whether or not you wanted the plan check. It matters twice over if the work has already been done, because Cornwall prices regularisation at the combined plan and inspection fee plus 40 per cent rather than at the Building Notice fee plus 40, so retrospective approval on a block costs materially more than the same words would suggest for a house.

Consent for External Works in Cornwall

Cornwall publishes a hard number where most councils publish a preference: slimline double glazing in a listed building is limited to 12 millimetres. Its common works guidance also names the alternatives it will accept and the pointing and roofing requirements it expects. Note the limit of that guidance, which the council does not spell out: it is published for listed buildings. For an unlisted building in a conservation area the council says only that external works may need permission and that an Article 4 direction can remove permitted development rights for windows, doors, exterior painting and roofs.
