Three things to take away. The burden is on the landlord to demonstrate the costs are reasonable, and the tribunal expressly rejected the argument that the leaseholder must produce comparables. A fee can be cut even where the rate is normal: the 2019 fee, though not intrinsically unreasonable, was wholly unreasonable because of the inadequacy of the service. And it recorded that the block was managed by an agent with no formal qualifications and no knowledge of the Code.
