Who You Deal with in Gloucester
A block in Gloucester deals with Gloucester City Council for building control and planning, with the county council above it. Fire safety in the common parts is enforced by Gloucestershire Fire and Rescue Service. Communal water and sewerage is Severn Trent Water.
The Residential Stock in Gloucester
Census 2021 puts 8,118 of 55,406 Gloucester households, 14.7 per cent, in a purpose-built block, with 2.1 per cent in a converted or shared house and 0.9 per cent in another converted building such as a former school, church or warehouse. The dock warehouse conversions are real but small in absolute terms, and they sit inside listed fabric: The Docks conservation area holds 31 list entries, all Grade II, including the Llanthony, Albert, Victoria and Sturges warehouses, the City Flour Mills and the Dock Company Office.
Flood Risk in Gloucester
Among the most flood-exposed places in this research, and the risk is tidal as well as fluvial: Gloucester sits at the tidal limit of the Severn and the Environment Agency describes it as both. The city's own flooding topic paper puts it plainly: its location at the confluence of the Severn and the estuary and at the foot of the Cotswolds has always meant flood events, and the storm of 2007 was a sharp reminder. That year the river came within a centimetre of the 1947 level. Work since has been targeted rather than general: an Environment Agency assessment aimed at increasing defences along the eastern parting of the Severn to protect properties predominantly in Westgate Ward, new defences at Castle Mead, and the Alney Island scheme giving more than 70 properties an increased level of protection.
The cost lands on the insurance schedule and on the reserve fund long before any water does.
Conservation Areas and Listed Buildings in Gloucester
Fourteen, thirteen of them reviewed together in 2006 and 2007 with Denmark Road adopted separately in November 2008: Kingsholm, Hempsted, Hucclecote Green, City Centre, Cathedral Precincts, Barbican, The Docks, Southgate Street, The Spa, Eastgate and St Michael's, Barton Street, Worcester Street, London Road and Denmark Road.
461 entries in the city, of which 35 are Grade I and 50 Grade II*. That Grade I share is unusually high for a district of this size and reflects the cathedral and the medieval core. The council publishes no total of its own and directs enquirers to Historic England.
The sequencing is what catches boards out: consent first, then the Section 20 specification. Specify and consult before consent is in hand and the consultation has to be run again.

Licensing and Permitted Development in Gloucester
Two kinds, and the distinction matters. The directions in force are property-level heritage controls, 55 records across Southgate Street and St Michael's Square, removing permitted development for extensions, alterations, roof works and boundary changes. Separately the council made an HMO direction dated 2 March 2026 covering Kingsholm and Wotton, Elmbridge, Westgate, Barton and Tredworth, Moreland and Kingsway. It is a non-immediate direction and, subject to confirmation, comes into force on 3 March 2027, so it does not bite yet. The council was separately consulting in 2026 on a citywide additional HMO licensing scheme aimed at three and four occupant HMOs, which is a consultation and not a designation.
Two permissions get confused here. The council's requirements are public law and apply whatever the lease says; consent under the lease is private law and applies whatever the council says. A leaseholder letting a flat usually needs both.
Local Government Reorganisation in Gloucester
Gloucestershire's seven councils are being replaced by one. The Secretary of State decided on 16 July 2026 to implement the single unitary proposal, the decision letter sets an implementation target of April 2028 subject to Parliament approving the order, and elections to the new council in May 2027 will replace any scheduled local elections, with a shadow council in between. The new authority will cover exactly the six existing district areas. South Gloucestershire and Swindon are unaffected.
The obligations in the lease and in statute do not change. What changes is the body an application goes to and the authority that enforces housing standards, so compliance records and planning history need to be in order before the transfer rather than after it.
Changing Managing Agent in Gloucester
Two questions stall most boards: who has authority to decide, and what happens to the money. The articles answer the first, the management agreement's notice clause the second. On Gloucester heritage stock the consents history is what most often turns out to be incomplete, and its absence resurfaces later as a planning problem.
See the handover sequence in full, and our fees, which are a fixed annual amount with no commission on contractor work.

What Else Changes About Managing a Block in Gloucester
- Building control for a normal block is the partnership shared with Stroud District Council, not Gloucester City Council directly and not the county.
- Surface water drainage on any major scheme is a county matter. Since April 2015 the county council has been a statutory consultee on surface water runoff for major applications.

Gloucester Questions
Which Council Does a Block in Gloucester Deal With?
Gloucestershire Building Control Partnership, shared with Stroud District Council. A district council, with the county council above it for county functions.
Who Enforces Fire Safety in the Common Parts in Gloucester?
Gloucestershire Fire and Rescue Service, as the enforcing authority for the Fire Safety Order.
Who Supplies Water to a Development in Gloucester?
Severn Trent Water. A communal supply is the building's contract, not a leaseholder's, so report a loss to common parts through us.
Is Gloucester Too Far from Your Plymouth Office?
It is about 149 miles, a planned journey rather than a casual one. Distance changes how site visits are scheduled, not whether they happen.
Do We Need Consent for External Works in Gloucester?
On a listed building or in a conservation area, yes, for much that would be permitted elsewhere. Get it before the Section 20 specification, not after.
Is the Council for Gloucester Changing?
Yes. Reorganisation was decided in July 2026 and takes effect by April 2028. The lease obligations do not change; the authority you file with does.
