So neither a blanket reassurance nor a blanket warning would be accurate here: almost all of Newent is lowest band, and a small edge of it is not.

That is national advice about the ground, not about the building. The same map excludes basements, cellars and underground spaces at every band, so an enclosed plant room, undercroft or lower-ground flat is still worth a look even here, and whatever is found belongs with the compliance record.

Planning Policy That Affects Flats in Newent

Decided under two adopted documents: the Forest of Dean Core Strategy, adopted 23 February 2012 following the inspector's report of 13 January that year, and the Allocations Plan adopted in June 2018. A Local Plan to 2046 is emerging and a previous attempt was withdrawn. There is no made neighbourhood plan: the neighbourhood area was designated on 22 August 2018 and the plan is still in development, so no referendum has been held. There is no Article 4 direction. Two designations that do not apply here and are worth ruling out explicitly: the town has no overlap with the Cotswolds National Landscape, and it is not inside the statutory forest of the Forest of Dean. The adopted core strategy places it outside, describing the landscape around Newent as stretching toward Gloucester and toward the forest itself, and calling it the smallest of the four towns in the district and the closest to a major centre. Being in the district is not the same as being in the statutory forest.

Worth knowing before a block plans a conversion, a subdivision or a change of use, because it decides whether the scheme is arguable at all, well before the consent question under the lease arises.
