Who You Deal with in St Ives
A block in St Ives deals with Cornwall Council, a unitary authority, so building control, planning and housing enforcement sit with one body. Fire safety in the common parts is enforced by Cornwall Fire and Rescue Service. Communal water and sewerage is South West Water.
The Residential Stock in St Ives
St Ives West and Towednack was 21.2 per cent flats at the 2021 Census. The made neighbourhood plan records, from the 2011 Census, that 25 per cent of housing stock in the parish had no full-time resident, rising to 48 per cent in the town centre and Island area, and that St Ives and Carbis Bay are among the top five settlements in Cornwall for second homes and holiday lets.
Coastal Exposure in St Ives
Environment Agency designated bathing waters at Porthminster, Porthmeor and Porthgwidden all lie within 700 metres of the town centre.
Metalwork is where coastal exposure shows up first and costs most. The standards put a high-salinity coastal atmosphere in category C5-M, losing over 80 micrometres of steel in year one against 1.3 to 25 inland, so railings, balustrades and fixings on a St Ives block are surveyed more often and the reserve fund is modelled on the findings.
Flood Risk in St Ives
Environment Agency Flood Zone 3 comes within 100 metres of the town centre, closer than in Falmouth, Penzance or St Austell, with 32 Flood Zone 2 areas inside 250 metres.
The cost lands on the insurance schedule and on the reserve fund long before any water does.

Conservation Areas and Listed Buildings in St Ives
The St Ives conservation area was designated in October 1968, the earliest of the Cornish town centres, and covers the centre. Halsetown, Lelant and Zennor carry their own designations.
142 listed buildings sit within 500 metres of the centre, of which 139 are Grade II. This is dense vernacular fabric rather than a few landmarks, which means consent is needed for routine external work across the old town.
The sequencing is what catches boards out: consent first, then the Section 20 specification. Specify and consult before consent is in hand and the consultation has to be run again.
Radon in St Ives
The square at the TR26 1RZ centroid returns band 6 of 6, more than 30 per cent of homes estimated to reach the action level. St Ives has the lowest purpose-built share of the six Cornish towns and 8.4 per cent of households in converted or shared houses, so the enclosed ground-level space that matters here is usually part of an older subdivided building rather than a modern plant room.
In a block the part worth attention is the enclosed communal space at or below ground level: plant rooms, undercrofts, basements and bin stores. Measuring is inexpensive, takes three months, and the result belongs with the compliance record.
Licensing and Permitted Development in St Ives
There is no Article 4 direction here, but there is a stronger local control. Policy H2 of the made St Ives Area Neighbourhood Development Plan requires new open market homes to be occupied as a principal residence, enforced by condition or legal agreement, and states that new unrestricted second homes will not be supported at any time. Occupiers have to keep proof that they are meeting the obligation and produce it if the council asks.
Two permissions get confused here. The council's requirements are public law and apply whatever the lease says; consent under the lease is private law and applies whatever the council says. A leaseholder letting a flat usually needs both.
Planning Policy That Affects Flats in St Ives
St Ives has the principal residence policy that everywhere else copied. Made in December 2016 after an 83 per cent referendum vote on a 47 per cent turnout, policy H2 supports new open market housing only where occupancy as a sole or main residence is secured by condition or legal agreement, states that new unrestricted second homes will not be supported at any time, and requires occupiers to keep and produce proof. It was challenged in the High Court and survived: permission was granted but all three grounds were dismissed in November 2016. The policy excludes replacement dwellings and says nothing about flats either way, so a new-build flat falls inside its wording. Policy H5 separately supports subdividing a dwelling or converting to an HMO where the character of the building and its surroundings and residential amenity are not harmed.
This is development plan policy, so it binds the council when it decides an application and it binds a leaseholder's alteration just as it binds a developer's scheme. It sits alongside, not instead of, the consent the lease requires.

Changing Managing Agent in St Ives
Two questions stall most boards: who has authority to decide, and what happens to the money. The articles answer the first, the management agreement's notice clause the second. On St Ives heritage stock the consents history is what most often turns out to be incomplete, and its absence resurfaces later as a planning problem.
See the handover sequence in full, and our fees, which are a fixed annual amount with no commission on contractor work.

St Ives Questions
Which Council Does a Block in St Ives Deal With?
Cornwall Council Building Control. One body, so building control, planning and licensing sit together.
Who Enforces Fire Safety in the Common Parts in St Ives?
Cornwall Fire and Rescue Service, as the enforcing authority for the Fire Safety Order.
Who Supplies Water to a Development in St Ives?
South West Water. A communal supply is the building's contract, not a leaseholder's, so report a loss to common parts through us.
Is St Ives Too Far from Your Plymouth Office?
It is about 79 miles, an hour and a half or so. Distance changes how site visits are scheduled, not whether they happen.
Do We Need Consent for External Works in St Ives?
On a listed building or in a conservation area, yes, for much that would be permitted elsewhere. Get it before the Section 20 specification, not after.
