The Residential Stock in Bridgwater

The least flatted and most terraced of the Somerset towns covered here. Across the four Bridgwater wards, 2,728 of 19,830 households were in a purpose-built block at the 2021 Census, 13.8 per cent, with all flat and converted categories reaching 16.7 per cent against 22.2 for England. Terraced housing runs at 33.1 per cent, the highest share of the four.

Flood Risk in Bridgwater

The most significant flood exposure of the Somerset towns covered here, and it is tidal rather than marine: the town lies 17 kilometres up the River Parrett from the Severn Estuary, so what reaches it is tide and surge rather than salt spray. The Environment Agency states that much of the town and the surrounding area is below tide level, putting 11,300 homes and 1,500 businesses at risk, and that high tides and storm surges can send water inland with little warning. Central Bridgwater, the docks, West Quay, Eastover and Northgate all fall in Flood Zones 2 and 3 under tidal modelling. The Bridgwater Tidal Barrier will give a one in 200 year standard to 12,800 homes and businesses through to 2125; enabling work started in 2023 and the Environment Agency expects to be on site for another five to six years.

Conservation Areas and Listed Buildings in Bridgwater

Three conservation areas carry the Bridgwater name, the Central Area and Dock, Northfield, and St John's, out of fourteen in the former Sedgemoor area. Only St John's has a modern published appraisal, adopted in December 2019, so for the other two the assessment a board will be argued against is a document from 1993.

An exceptional concentration of the highest grade for a town this size: 206 list entries in the built-up area, of which 17 are Grade I and 24 Grade II*. Eleven of the seventeen Grade I entries are on or around one street. Numbers 1, 2, 3, 4, 5, 7, 8, 10, 12 and 14 Castle Street are each individually Grade I, as is the arts centre. The street was laid out by the Duke of Chandos in the first half of the eighteenth century for the moneyed tradesmen he hoped to attract.

Consent has to precede the Section 20 specification, not follow it, or leaseholders are consulted on work that cannot lawfully be done as described.

Radon in Bridgwater

Lowest band across the town. 26 of 29 sampled kilometre squares within about three kilometres of the centre return the lowest radon class, where fewer than one per cent of homes reach the action level; three return the next band up. The town centre, the docks, Hamp and Sydenham all sampled in the lowest band. The caveat about basements, cellars and underground spaces applies regardless.

In a block the part worth attention is the enclosed communal space at or below ground level: plant rooms, undercrofts, basements and bin stores. Measuring is inexpensive, takes three months, and the result belongs with the compliance record.

Licensing and Permitted Development in Bridgwater

The register carries a single consolidated entry for the former Sedgemoor area, confirmed in 2022. None of it concerns houses in multiple occupation: the county's only HMO direction is in Yeovil, and licensing here is mandatory only. That matters more in Bridgwater than anywhere else in Somerset, because the town holds the district's HMO stock almost entirely.

Two permissions get confused here. The council's requirements are public law and apply whatever the lease says; consent under the lease is private law and applies whatever the council says. A leaseholder letting a flat usually needs both.

Planning Policy That Affects Flats in Bridgwater

Bridgwater is decided on the Sedgemoor Local Plan for 2011 to 2032, adopted in February 2019, which is unusual in carrying two policies written for a single power station: one on associated and ancillary development at Hinkley Point C and one on its planning obligations and mitigation. The plan also designates a housing zone focused on north east Bridgwater.

Policy in an adopted plan is not guidance. It is what the application is decided against, and a consent granted under the lease does not substitute for it or vice versa.

Empty Flats and Second Homes in Bridgwater

Somerset Council sets its premiums county-wide, so a Bridgwater flat is charged on the same basis as one in Taunton. The pressure here comes from the other direction: nearly 1,500 temporary campus bed spaces built for Hinkley Point C currently hold demand off the private rented sector, and the 986-bedroom Sedgemoor Campus is modular and will be dismantled when construction finishes, because it cannot be converted into permanent housing.

Council tax is the leaseholder's own liability, not a service charge item, and we neither demand it nor collect it. It matters to a board because an empty flat carrying a doubled bill is a flat whose owner is under pressure, and that is usually visible in the arrears before it is visible anywhere else.

Changing Managing Agent in Bridgwater

A board does not need a reason to change agent and does not need the outgoing agent's agreement. It needs to follow its own articles and serve whatever notice the management agreement requires.
