One conservation area covering a 350 metre stretch of seafront, most of the town centre and an area of nineteenth and early twentieth century development to the north. Note a conflict in the official record that has not been resolved: the council's own appraisal states the area was first designated in June 1991, while the national planning data register records 20 June 1981. Both are official sources. The appraisal counts 11 individually listed buildings giving eight list entries inside the area, plus about 65 buildings on the council's non-statutory local list, which carries weight in a planning decision without being listing.
It also narrows the contractor list and lengthens the programme, both of which belong in the Section 20 specification rather than in a surprise later.

The lowest band in the town centre, and it does not stay that way. The kilometre square over the centre is class 1 of 6, where all parts are in the lowest band, fewer than one per cent of homes are at or above the action level, and measurement is not advised. Within about a kilometre, on the higher chalk and greensand ground, squares rise through class 2 to class 5 at 10 to 30 per cent. National advice not to measure applies to the square, not to the town, and a block on the higher ground is in a different position from one on the seafront.
That is national advice about the ground, not about the building. The same map excludes basements, cellars and underground spaces at every band, so an enclosed plant room, undercroft or lower-ground flat is still worth a look even here, and whatever is found belongs with the compliance record.
