Who You Deal with in Torpoint

A block in Torpoint deals with Cornwall Council, a unitary authority, so building control, planning and housing enforcement sit with one body. Fire safety in the common parts is enforced by Cornwall Fire and Rescue Service. Communal water and sewerage is South West Water.

The Residential Stock in Torpoint

The highest flat share and the highest conversion count of the towns in this batch. At the 2021 Census the Torpoint division held 3,005 households with 366 flats in purpose-built blocks, 108 in a converted or shared house, 27 in another converted building and 37 over commercial premises. Note that the division contains about three-quarters of the town's built-up area, the rest falling into the Rame Peninsula and St Germans division.

Flood Risk in Torpoint

Tidal only. The Environment Agency's warning area for Plymouth Sound, Wembury Bay and the tidal estuaries covers the Sound including Cawsand, Kingsand, Millbrook and The Hoe together with the tidal Lynher, Tamar, Tavy, Plym and Yealm. Flood zone 3 covers 2.8 per cent of the built-up area and zone 2 a further 0.4. The council's flood management reporting records a refurbishment of the blockage-prone trash screen at Trelawney Rise with a safe clearance platform, but publishes no cost. Torpoint is not a priority community in the strategy.

For a block that reaches leaseholders through the insurance premium and excess, and through the management pack when someone sells.

Conservation Areas and Listed Buildings in Torpoint

There is no conservation area anywhere in Torpoint, confirmed twice: the council's own mapping returns nothing for the town's extent, and none of the 145 Cornwall areas on the national register is named Torpoint. The nearest are at Antony, Anderton, St John and Cremyll, all outside the town. Historic England's list holds 11 entries in the built-up area, ten grade II and one grade II star, Tor House with its terrace walls and piers, and no grade I. That is the lightest heritage constraint of the Cornwall towns covered here.

The sequencing is what catches boards out: consent first, then the Section 20 specification. Specify and consult before consent is in hand and the consultation has to be run again.

Radon in Torpoint

The low outlier of the Cornwall towns in this research, and by a wide margin. Seven of the nine kilometre squares over the town return class 2, where the maximum radon potential is 1 to 3 per cent of homes above the action level, and two return class 4 at 5 to 10 per cent. Compare St Just, Fowey, Mevagissey and Porthleven, all class 6.

Nobody's flat includes the plant room or the undercroft, which is why those get overlooked. A three-month test is cheap and the result sits with the compliance record.

Planning Policy That Affects Flats in Torpoint

Decided under the Cornwall Local Plan, with the Torpoint Parish Neighbourhood Development Plan made on 3 December 2025 after a referendum on 30 October 2025 carried by 786 votes to 105, 88.21 per cent in favour on a 15.63 per cent turnout. It is the newest made plan in this research alongside Redruth's. No Article 4 direction intersects the built-up area.

Policy in an adopted plan is not guidance. It is what the application is decided against, and a consent granted under the lease does not substitute for it or vice versa.

Changing Managing Agent in Torpoint

Changing agent is the company's decision, taken the way its articles require. The only part with a deadline is the notice the outgoing agent is contractually owed. On Torpoint heritage stock the consents history is what most often turns out to be incomplete, and its absence resurfaces later as a planning problem.

See the handover sequence in full, and our fees, which are a fixed annual amount with no commission on contractor work.

Torpoint Questions

Which Council Does a Block in Torpoint Deal With?

Cornwall Council Building Control. One body, so building control, planning and licensing sit together.

Who Enforces Fire Safety in the Common Parts in Torpoint?

Cornwall Fire and Rescue Service, as the enforcing authority for the Fire Safety Order.

Who Supplies Water to a Development in Torpoint?

South West Water. A communal supply is the building's contract, not a leaseholder's, so report a loss to common parts through us.

Do We Need Consent for External Works in Torpoint?

On a listed building or in a conservation area, yes, for much that would be permitted elsewhere. Get it before the Section 20 specification, not after.
